The little metal scooters aren't Segways, they're kick scooters that were briefly very popular back then. Segways were released only in 2001 (I only know this because of Wikipedia, I feel like they didn't catch on until much later)
The monkey baby headline is either very unfortunate or the columnist overheard racists and misunderstood - Angelina's second child is black, and there were some questionable jokes back then.
